But Gov. Christie Whitman says the Governor's Advisory Council on AIDS, which she herself impaneled in 1994, was wasting its time. Whitman reiterated her strong opposition to any state-sanctioned needle-exchange program. As she wrote the panel chairman in January 1996, Whitman again said she believed such a program would only encourage more illicit drug use.
