Needle-Exchange Programs

To stem the spread of HIV among drug addicts, an advisory panel recommended that New Jersey allow sales of hypodermic needles without a prescription and let addicts swap their dirty needles for clean ones.

But Gov. Christie Whitman says the Governor's Advisory Council on AIDS, which she herself impaneled in 1994, was wasting its time. Whitman reiterated her strong opposition to any state-sanctioned needle-exchange program. As she wrote the panel chairman in January 1996, Whitman again said she believed such a program would only encourage more illicit drug use.
