Vermont Senate Looks at Requiring HIV Tests of Rapists

The Vermont Senate has been looking at a proposal that would require convicted rapists to submit to an HIV test.

The chamber was divided on the issue four years ago during a memorable floor debate. The Dean administration has been considering adding language to the 1998 budget bill that would allow a judge, under a victim's request, to order a rapist to undergo testing for HIV. Vermont is losing nearly $200,000 a year by not complying with the federal government's directive to adopt the measure, according to the governor's office.

"We're leaving money on the table that we shouldn't be leaving on the table," said Janet Ancel, the governor's counsel....
