The chamber was divided on the issue four years ago during a memorable floor debate. The Dean administration has been considering adding language to the 1998 budget bill that would allow a judge, under a victim's request, to order a rapist to undergo testing for HIV. Vermont is losing nearly $200,000 a year by not complying with the federal government's directive to adopt the measure, according to the governor's office.
