Governments Can Contain AIDS Spread

Nearly half of the world's population lives in areas where HIV is rare and, by investing now in education and subsidizing condoms, governments can contain the epidemic at relatively low cost, a new study said.

But the joint report by the World Bank and U.N. Program on HIV/AIDS said the epidemic continued to propagate quickly in many developing countries, while new infection rates appear to have stabilized in North America and Western Europe.

The spread was most rapid in Asia, which some experts think may have already surpassed Africa in the number of new infections per year, the report said. It gave no figures.
