The new ethical guidelines on HIV vaccine research will be published later this year. But in many cases the document merely will outline the procedure for reaching location-specific ethical solutions, because global ethical standards could not be agreed upon.
"There was a lot of disagreement about justice," said Ruth Macklin of Albert Einstein College of Medicine, New York. "The regions disagreed about substantive standards. A procedural standard was the only way to move forward."
