Philadelphia OKs code-based HIV reporting for Philly

After an extended standoff between city and state health officials over a rule requiring the names of Pennsylvanians with HIV to be recorded in a state database, Philadelphia has received permission to use a coded system that maintains patient anonymity.

The rest of Pennsylvania has been using a name-based HIV reporting system since October 2002. Under that model, used by 35 states, people who test positive for the virus that causes AIDS are listed by name and the names are collected by the state Health Department.
