New Jersey Governor set to sign order allowing needle exchanges

New Jersey Governor James E. McGreevey signed an executive order October 23, 2004, allowing cities with the highest rates of HIV infection to set up needle-exchange programs, an administration spokeswoman said.

The order will declare a health emergency in several cities, paving the way for addicts to exchange used syringes for sterile ones, said Juliet Johnson, deputy press secretary for the governor.

Johnson did not specify which cities will be affected.

New Jersey and Delaware are the only two states that do not have some type of needle exchange.
