Initiative for condom distribution in California prisons seeks to combat rising HIV/AIDS infections

California inmates continue to become HIV positive at rates of up to eight times higher than the general population.

Statistics show that 20-26% of people living with HIV/AIDS in the United States have spent time in the correctional system. Despite the disproportionate rates of HIV cases in the prison population, the opposition to condom distribution continues to simply cite the illegality of sex in prisons as the "rationale" for why condoms should not be distributed.
