While testing for syphilis is required by state law, pregnant women don't have to be tested for the HIV virus that causes AIDS. Doctors should offer the test on an 'opt-out' basis, in which the expectant mother is not tested only if she requests not to be, recommended Peter Beilenson, MD, the city's health commissioner.
