U.S. Backs Needle Exchanges But Refuses Funds

The Clinton administration endorsed needle exchange programs for drug users but refused to fund them, angering AIDS activists who said 33 people are being infected with HIV by shared needles every day.

"A meticulous scientific review has now proven that needle exchange programs can reduce the transmission of HIV and save lives without losing ground in the battle against illegal drugs," Donna Shalala, U.S. Health and Human Services (HHS) Secretary, said.

But she said a ban would remain on federal funds being used for such programs, which must be carefully tailored for local community needs and linked with plans to draw addicts into health...
