Officials were told to pay a "high level of attention" to preventing respiratory diseases through the winter, state media said.
New regulations issued by the Health Ministry require expert teams of doctors to diagnose and treat people with infectious respiratory diseases.
"Health organs at all levels need to learn lessons from last year's SARS treatment and prevention work," the ministry said. "Early preparation work is necessary."
