City Officials Cool To Pilot Program

AIDS activists who want to stem the spread of disease among New Hampshire's intravenous drug users celebrated a small victory earlier in 1997 when lawmakers approved a pilot needle exchange program.

But now they're finding that was the easy part - finding a place to test the idea is turning out to be the real struggle.

Advocates believe that the program needs to be implemented in one of the state's larger urban areas, such as Manchester or Nashua, to work.

"If it doesn't happen in Nashua and it's not going to happen in Manchester, it'll be doomed for failure," said Dan Sundquist, AIDS activists from New Hampshire Harm Reduction...
