Louisiana's healthcare financing plan gets Federal approval

Only a week away from a crisis, federal officials signed off on Louisiana's plans for $772 million in health care spending, ending months of wrangling and calming an edgy budget situation that threatened to leave the state's health care services for the poor in a shambles.

"Everything goes forward, people get paid, the sun comes up, the birds sing. It's a big load off our shoulders," said Charles Castille, undersecretary of the state Department of Health and Hospitals, who got the news from federal officials April 20, 2004, evening after weeks of near-daily communication.
