The Tax Relief and Health Care Act of 2006 called for the establishment of a permanent Recovery Audit Contractor (RAC) program by January 1, 2010 to identify and recover improper Medicare payments. The RACs are incentivized to perform their jobs - they receive a contingency fee based on the amount of money returned to the Medicare Trust Funds from these audits.
