While administrators are planning to farm out some of Kentucky's Medicaid-related activities, ultimate control of the program would continue to rest with the state, said James Holsinger, MD, secretary of the Cabinet for Health and Family Services, said.
Kentucky will maintain power over policy decisions and responsibility for the Medicaid program, Holsinger told a legislative panel. Holsinger disputed that the planned shift was equivalent to privatization.
