Experts: Success will depend on local response

Vigilance, preparation and a rapid response will be essential to control the effects of biological or chemical weapons attacks, military and public health officials said Friday.

U.S. Surgeon General Richard Carmona said the most immediate and important response will be that within a local community.

He cited events ranging from the bombings in Beirut and Oklahoma City to the September 11 attacks. "In every single one of these cases, the difference between life and death immediately in the post-traumatic event were the local responders," he said at the annual Southwestern Regional Trauma Conference.
