Little Rock, Arkansas, attorney Bill Sherman will ask U.S. District Judge Bernice Donald to block the plan, which would shut down the center within 3 years.
An agreement to close the facility was reached in December, 2004, between the state, the U.S. Department of Justice and People First advocacy group.
