Frank A. S. Campbell, a former Deputy Assistant Attorney General and Senior Counsel in DOJ's Office of Legal Policy during both the Clinton and Bush Administrations, has launched a Washington, D.C.-based strategic consulting firm named Highland Strategies, LLC.
