Federal Dollars Earmarked For Abstinence Programs That Don't Work

A little known program tucked away in the federal welfare reform bill provides $90 million a year to teach young Americans that they must say no to sex before marriage or suffer harmful "psychological and physical effects." Guidelines describing this new funding are scheduled for public comment beginning next week.

"These programs, by definition, will fail," says Debra W. Haffner, MPH, president of the Sexuality Information and Education Council of the United States, a national nonprofit organization. "'These 'just say no' programs are not effective in helping young people delay sexual behaviors."
