Provision of Castration Bill in Texas

Texas state Sen. Teel Bivins, R-Amarillo, has sponsored a bill providing for voluntary surgical castration of inmates who are repeat child molesters. Its key provision include:

  • The orchiectomy, or removal of the testicles, would be performed by a physician employed or retained by the Texas Department of Criminal Justice.

  • The inmate would have to have been convicted at least twice of indecency with a child, sexual assault of a child, or aggravated sexual assault of a child; be at least 21 years old; request the procedure in writing; and sign a statement admitting he committed the offenses of which he was convicted.
