An early warning system in Darfur detects local outbreaks but does not estimate mortality. According to recent research published in the journal Disasters, "In April-May 2004, the World Health Organization (WHO) implemented, with local authorities, United Nations (UN) agencies and nongovernmental organizations (NGOs), an early warning system (EWS) in Darfur, West Sudan, for internally displaced persons (IDPs).
