According to an abstract submitted by the authors to the 3rd Canadian National Immunization Conference entitled Partnerships for Health Through Immunization, held December 6-9, 1998, in Calgary, Alberta, Canada, "Introduction: In 1994, Quebec started an in-school vaccination program against hepatitis B (HBVP) for Grade 4 elementary school children. In 1996, one Monteregie school board discounting the program's goals and associated costs, refused to allow the HBVP application in its schools.
