U.S. Defense Secretary Defends Mandatory Anthrax Inoculations

U.S. Defense Secretary William Cohen on December 15, 1999, defended mandatory inoculations for all US troops against the deadly anthrax biological agent, saying it would be "irresponsible" of him not to require such immunizations.

"I think it's important that this program be mandatory," Cohen said in response to questions from troops during a visit to Dover Air Force Base, Delaware.

"The notion that we would send anyone into the field of battle without a helmet, without armor and protection or without a rifle would strike most people as being irresponsible," Cohen said.
