South Dakota lawmakers reject midwifery bill

A bill killed February 2, 2004, by South Dakota's Senate Health Committee was designed to make it easier for families to have their babies at home.

Opponents, however, said births should take place in hospitals for the safety of infants and their mothers.

SB176 would have established home-birth attendants who would have been regulated by the state Board of Nursing. The program would have been repealed in 2007, giving the Legislature an automatic chance to review it.

"This bill is about delivering safe home births," said Sen. John Koskan, R-Wood.
