Protection for the Institutionalized Elderly

A congressionally mandated program set up to protect the well-being of the nation's institutionalized elderly has not been fully implemented by many states, leaving people who need help to fend for themselves, says a new report by an Institute of Medicine committee.

Public concern about abuse and inferior quality of care in nursing facilities led Congress to create the long-term care ombudsman program in 1971. The Older Americans Act was amended to establish state investigative ombudsman units so that quality of care could be improved by focusing exclusively on the resident.
