The Senate Judiciary subcommittee's action was a response to an episode last March when a woman lost the child she was carrying in a car accident in Ottawa, Kansas.
The bill originally would have defined a fetus as a "preborn human being," which abortion rights advocates said could be used to try to block a woman's right to end a pregnancy. Both sides of the abortion issue now support the measure.
