Tennessee Senate Approves Law Making Procedure a Crime

The Tennessee Senate voted 32-0 March 20, 1996, to make it a crime for anyone to mutilate the genitals of a female.

Sen. Thelma Harper, D-Nashville, said the bill is aimed at preventing the practice of female genital mutilation that takes place in the U.S. and other countries and is considered a rite of passage by some. She said the practice is most common in Asian and African cultures and has been brought to the United States by immigrants.

"Sometimes it's fatal," said Harper, who sponsored the bill. "Those who exercise this gruesome surgery obviously are not aware of the pain and suffering they bring," she said.
