The procedure - a ritual cut, with no removal of tissue - may not have been affected by a new congressional ban on circumcision of women under 18, but spokeswoman Tina Mankowski said the issue is not one the hospital should deal with. "It's a very divisive issue," she said December 4, 1996. "This is something that needs to be discussed ... in a broader setting."
The proposal was forwarded to a hospital committee last summer (1996) before the federal law...
